2G network world over are getting switched off with move to 4G/3G networks. In India we are far off from that. Still 2G networks are lot more congested here because majority of phone sold are feature phone with 2G only support. Majority of customers use phone for voice only. Though this trend is changing with recent 4G boom however we’re still far from it.
3G network is far less congested due lesser no of users on 3G & technically also it got more capacity than 2G network using same frequency.

Here one 4G sim can be used for calling+data & 3G sim can be used for voice calling only on 3G/2G network. Adavantage of using 4G+3G phone is you’ll get better clarity on 3G network with call congestion. Your second sim will work in major countries with closing of 2G networks over the time around the world. disadvantage is your phone would drain battery faster as 3G network use it more.
